The agreement will enhance people`s security with respect to essential rights such as residence, work, health care, pensions, benefits and recognition of qualifications. It will ensure that citizens know what their rights are, both in a non-agreement scenario and in a non-agreement scenario. Until the end of the transitional period, relations between Switzerland and the United Kingdom will be governed by the network of bilateral agreements between Switzerland and the European Union. One of these agreements is the Agreement on the Free Movement of Persons (AFMP). Under the AFPMP, workers have the right to enter, stay and work in both the UK and Switzerland, both as employees and as self-employed. Inactive people (for example. B retirees or students) are also allowed to enter and stay as long as they have sufficient financial resources and comprehensive health insurance coverage. On 31 January 2020, the UK left the EU on the basis of the UK-EU withdrawal agreement. The agreement defines, among other things, the status of EU citizens in the UK after Brexit, as well as the terms of the transition period (see question 2).
Those who are protected by the withdrawal agreement and who have not yet acquired a right of permanent residence – if they have not lived in the host state for at least five years – are fully protected by the withdrawal agreement and can continue to reside in the host state and acquire permanent residence rights in the host state even after the UK`s withdrawal from the EU. In the face of the UK`s withdrawal from the EU, Switzerland and the UK have held discussions on a citizens` rights agreement. The legal text of this agreement was finalized and approved by both governments. This will allow citizens to continue their lives to a large extent and guarantee the rights of Swiss and British citizens, who are currently in place in the United States and the United Kingdom. We want to create new rules from the end of the implementation period to protect our historical relationships. The civil rights agreement between Switzerland and Great Britain guarantees the rights acquired by the Swiss in the United Kingdom (and vice versa). On the basis of this agreement, the Swiss who are in the United Kingdom at the end of the transition period will be able to continue to live as before. In terms of scope, the main areas covered are: Swiss citizens who live and/or wish to work in the UK The agreement on the rights of Swiss-UK citizens will be implemented at the end of the transition period, which is due to end on 1 January 2021. The agreement is applied on an interim basis from 1 January 2021 and enters into force in Switzerland at the end of the formal national procedure.
